ARTICLE ONE
Of Name, Officers, and Seat
Section 1. This Lodge shall be known by the name of Payson Lodge No. 70 Free and Accepted Masons of Arizona.
Section 2. The elective officers of this Lodge shall be a Master, a Senior Warden, a Junior Warden, a Treasurer, a Secretary, and a Board of Trustees as hereinafter provided.
Section 3. The appointive officers of this lodge shall be: a Senior Deacon, a Junior Deacon a Senior Steward, a Junior Steward, a Chaplain, a Marshal, a Tyler and such other officers as the Lodge may deem proper.
Section 4. In accordance with the Arizona Masonic Code, the Lodge shall have a seal inscribed with name and number of the lodge, date of its charter, and place of the lodge Location. |
ARTICLE ONE

ARTICLE TWO
Of Elections and Appointments
Section 1. The Officers as set forth in the Arizona Masonic Code shall be elected by ballot in conformity with the Arizona Masonic Code. The election shall be held annually in November during the Stated Meeting of the Lodge. |

ARTICLE THREE

ARTICLE FOUR
Of Initiation and Membership
Section 1. All petitions for affiliation or initiation must be signed by the petitioner and recommended by two members of Arizona Lodges, one of which must be a member of Payson Lodge No. 70. Each such petition shall be referred to a committee whose duty it shall be to report thereon at the next stated meeting (unless further time be granted) when, after the petition has been referred to the Grand Secretary as provided in Arizona Masonic Code, the applicant shall be balloted on and elected or rejected.
Section 2. If an applicant elected to receive the degrees in this Lodge does not come forward to be initiated within three months after having been officially notified by the Lodge to do so, the fee shall be forfeited unless the Lodge shall otherwise direct.
Section 3. Each person raised to the degree of Master Mason or elected a member of this Lodge shall immediately sign the Bylaws. |

ARTICLE FIVE
Of the Treasurer
Section 1. The Treasurer shall receive all money from the Secretary, shall keep a true, accurate, and just account thereof, and shall pay the same out only for budgeted items, or order duly signed by the Master and consent of the membership at a Stated Meeting.
Section 2. The Treasurer shall keep the financial records of the Lodge in accordance with the Arizona Masonic Code and as provided in the Blue Lodge Financial Management Handbook, using the accounts and categories template from the Handbook. The Treasurer shall, at the stated meeting in either January or February, submit a report in full of the monetary transactions of the Lodge. The Lodge may at any time require the Treasurer to present an account of his receipts and disbursements and the amount of the funds on hand, and he shall perform such other duties as required by these By Laws and the Arizona Masonic Code.
Section 3. Only the Treasurer or other designated members trained on use of the bookkeeping system to back up the Treasurer, shall access, enter, change or modify data in the bookkeeping system. Supporting documentation for any transactions made other than by the Treasurer shall be kept aside for the Treasurer to verify.
Section 4. Only the Treasurer, Secretary, Master, Sr. Warden or Trustee selected by the Trustee Committee, shall be authorized to sign checks or move funds between Lodge accounts except for Preservation Funds under the control of the Trustees.
Section 5. The Treasurer shall be contacted when a check must be created and signed as the Treasurer shall be the primary signer of checks. If the Treasurer cannot be reached, the following will be contacted in the order of Secretary, Master, Sr. Warden, designated Trustee, to issue the check.
Section 6. Any check or withdrawal slip for funds equal to or greater than two thousand five hundred dollars ($2,500.00) from any account, shall be signed by two (2) of the following: Treasurer, Secretary, Master, Sr. Warden or designated Trustee, except for Preservation accounts under the control of the Trustees. |
ARTICLE FIVE
Of the Treasurer
Section 1. The Treasurer shall receive all money from the Secretary, shall keep a true, accurate, and just account thereof, and shall pay the same out only on order duly signed by the Master and countersigned by the Secretary. He shall, at the stated meeting in either January or February, submit a report in full of the monetary transactions of the Lodge. The Lodge may also, at any time considered necessary, cause him to present an account of his receipts and disbursements and the amount of the funds on hand, and he shall perform such other duties as required by Part IV, Article IV, Section 112 of the Constitution. |

ARTICLE SIX
Of the Secretary
Section 1. The Secretary shall keep a faithful record of all proceedings proper to be written, shall keep a separate account for each member of the Lodge, and shall report at the stated meetings in July and December the amounts past due by any member. He shall receive all monies due the Lodge and upon receipt of same shall pay the same to the Treasurer and shall perform all such other duties as properly pertain to his office and as provided in Arizona Masonic Code.
Section 2. The Secretary shall maintain a calendar of all scheduled events using any of the Lodge facilities as directed by the Trustees in Article 13.
Section 3. In absence of a Facility caretaker, the Secretary shall perform function normally performed by a facility caretaker. The Secretary shall attempt to make the Master and/or Trustees aware of operational or maintenance issues, and request approval for expenses outside of normal budgeted item that exceed $250.00 to cover repairs, except for emergency repairs necessary to protect the Lodge or equipment from further damage.
Section 3. The Secretary shall receive a Stipend set as part of the Annual Budget to cover his daily expenses in performing his duties. The Secretary may submit receipts for reimbursement for expenses not covered by the Stipend for approval by the Lodge at the next Stated Meeting. |
ARTICLE SIX
Of the Secretary
Section 1. Section 2. He shall receive such compensation for his services as the Lodge may direct. |

ARTICLE SEVEN
Of Dues
Section 1. Lodge dues for the next fiscal year shall be set by the October Stated Meeting and recorded in the minutes of the Stated Meeting. Notice of the date of the Stated Meeting when dues for the next fiscal year will be voted on shall be published in the Trestleboard prior to the Stated Meeting.
Section 2. Lodge fees for degrees and affiliation for the next fiscal year shall be set by the October Stated Meeting.
Section 3. The annual member fees for members’ annual Dues Card consist of:
- Lodge dues approved by the membership at a Stated Meeting.
- Arizona Grand Lodge Annual Per Capita fees as established during the last Annual Communication rounded up to the next whole dollar.
The sum shall be due and payable by January 1st of the Dues Card year.
Section 4. No member who is in arrears for dues or who has not complied with the requirements in the Arizona Masonic Code at the time of the annual election shall be permitted to vote or shall be eligible for any office. The Secretary shall read the list of delinquent members in open Lodge prior to balloting.
Section 5. Any Member who shall have been suspended for nonpayment of his dues may be restored to membership as provided for in the Arizona Masonic Code.
Section 6. Any member in good standing may withdraw from membership by paying his dues and notifying the Lodge in writing to that effect at a stated meeting as provided for in the Arizona Masonic Code.
Section 7. Perpetual Membership. The authority for Perpetual Membership is contained in the Arizona Masonic Code and is to be administered in accordance with those provisions.
Section 8. All fees collected in accordance with the Arizona Masonic Code as part of member’s payment for annual Dues Card shall be transmitted to the Grand Secretary of the Grand Lodge of Arizona when the Per Capita statement is received. |
ARTICLE EIGHT
Of Dues
Section 1. Effective January 1, 2003, the dues of each member of this Lodge shall be $34.00 per year plus the Grand Lodge per capita fee specified in Section 32.2 of the Constitution, such sum to be due and payable on January 1st of each year.
Section 2. No member who is in arrears for dues or who has not complied with the requirements of Regulation 13 of the General Regulations at the time of the annual election shall be permitted to vote or shall be eligible for any office. The Secretary shall read the list of delinquent members in open Lodge prior to balloting.
Section 3. Any Member who shall have been suspended for nonpayment of his dues may be restored to membership as provided by Section 86 of the Constitution.
Section 4. Any member in good standing may withdraw from membership by paying his dues and notifying the Lodge in writing to that effect at a stated meeting. See Section 122 of the Constitution.
Section 5. Perpetual Membership. The authority for this type of membership is contained in regulation No. 11.4 of the Arizona Masonic Code and is to be administered in accordance with those provisions. |

ARTICLE EIGHT
Of Fees
Section 1. When fees are established by the Grand Lodge or Arizona Annual Communication, the fee and effective date shall be announced at the next Lodge Stated Meeting and recorded in the minutes.
- Grand Lodge of Arizona Per Capita and other fees set at the Annual Communications shall be used in establishing the cost of current Lodge No 70 members’ Dues Card for the following calendar year, and shall not be made retroactive for current Lodge members. The amount will be rounded up to the next whole dollar.
- Lodge No 70 Dues, Degrees and Affiliation fees for new candidates shall be effective as approved by the membership and recorded in the minutes of the Stated Meeting.
Section 2. Lodge fees for Degrees and Affiliation for the next fiscal year shall be set by the October Stated Meeting and recorded in the minutes of the Stated Meeting. Notice of the date of the Stated Meeting when members will vote on Lodge fees for Degrees and Affiliation for the next fiscal year shall be published in the Trestleboard prior to the Stated Meeting.
Section 3. The cost of the Apron, Name Tag, Trowel and Mentor/Education Book presented to new Master Masons, to be included as part of an applicant’s fees, shall be presented to the membership at a Lodge Stated Meeting. The membership shall set the fee for such items by a vote of the majority of eligible members present and noted in the minutes of the Stated Meeting. When there is a price change to any of the items, the price change shall be presented to the members to consider any adjustment of cost to be charged to a candidate and members may approve an adjustment by the majority of eligible members present to vote at the meeting and recorded in the minutes of the Stated Meeting.
Section 4. The fee for the three degrees of Masonry will consist of the sum of the following:
- Degree fees, Per Capita and other assessments as required by the Grand Lodge of Arizona.
- Lodge dues prorated based on the projected date for the Entered Apprentice Degree.
- Cost of Apron, Name Tag, Trowel and Mentor/Education Book provided
The entire fees shall accompany the application else such application shall not be accepted.
Section 5. If the applicant has received the first or the first and second degrees in another Lodge, the fee to accompany his application for the remaining degree or degrees shall include:
- Degree fees and Per Capita and other fee assessments as required by the Grand Lodge of Arizona.
- Lodge dues prorated based on the projected date of the first of the degree(s) to be presented.
- Cost of Apron, Name Tag, Trowel and Mentor/Education Book if items are not provided from previous Lodge.
If the applicant has pre-paid all required fees to another lodge and wishes Payson Lodge 70 to perform his degree work at this lodge, it shall be the applicant’s responsibility to pay Payson Lodge 70 fees with such proper funds accompanying his application. It is the applicant’s responsibility to obtain any refund from his prior lodge. The entire fees shall accompany the application else such application shall not be accepted.
Section 6. Upon being raised to the degree of Master Mason, each petitioner for the Degrees shall be presented with:
- Apron with dates of his degrees,
- Book of his Faith
- Name Tag
- Trowel,
- Monitor/Education Book
- Lodge Bylaws.
Section 7. An Affiliation from another Lodge that is under the jurisdiction of the Arizona Grand Lodge is not assessed an Affiliation Fee by the Grand Lodge. Only the following Lodge fees shall be received with the Affiliation Application/Petition:
- Per Capita and fees (other than an Affiliation fee) as set by the Grand Lodge of Arizona and Arizona Masonic Code.
- Prorated Lodge dues for current year and cost of name tag.
The fee for Affiliation for a member of any Lodge not under the jurisdiction of the Arizona Grand Lodge will include:
- Affiliation, Per Capita and other fees as set by the Grand Lodge of Arizona and Arizona Masonic Code.
- Prorated Lodge dues and cost of name tag.
The entire fees shall accompany the application else such application shall not be accepted. Upon completion of the affiliation process each newly affiliated member shall receive a copy of the Lodge Bylaws and name tag.
Section 8. All Fees and assessments collected in accordance with the Arizona Masonic Code as part of receiving degrees or affiliation shall be transmitted to the Grand Secretary of the Grand Lodge of Arizona when the Per Capita statement is received. |
ARTICLE SEVEN
Of Fees
Section 1. The table of fees for this Lodge shall be as follows: For the degree of
Entered Apprentice - $30.00
Fellowcraft - $30.00
Master Mason - $30.00
Section 2. The entire fee of $90.00 along with such sums as may be due the Grand Lodge (See Article VIII, Section 32.6 of the Constitution and Regulation 25 of the General Regulations) shall accompany the application, else such application shall not be received; provided, however, if the applicant has received the first or the first and second degrees in another Lodge, the fee to accompany his application for the remaining degree or degrees shall be such portion of the fee for all the degrees as heretofore prescribed or for each degree conferred by this Lodge.
Section 3. There shall be no fee for affiliation by a member from any Lodge under the jurisdiction of the Arizona Grand Lodge, Lodge, however, a fee of $27.00 will be collected from a member affiliating from any Lodge not under the jurisdiction of the Arizona Grand Lodge and transmitted to the Grand Secretary of the Grand Lodge of Arizona. |

ARTICLE NINE
Of Committees
Section 1. The Master and Wardens shall constitute a Relief Committee and shall have authority to draw upon the Treasury for sums, not to exceed $100.00 at any one time, for the relief of a distressed worthy brother, his wife, widow or orphans. Every warrant so drawn shall be reported to the Lodge at its next stated meeting and entered in the minutes of the Stated Meeting. The monies shall be drawn from the Relief Fund provided in Article Sixteen.
Section 2. The Master, at the Stated Meeting next succeeding his installation shall appoint an auditing committee whose duty it shall be to examine all accounts presented against the Lodge. The Committee report shall be presented and read to the Lodge at the February stated meeting.
Section 3. The Arizona Masonic Code says it is the duty of the Lodge within whose jurisdiction a Mason dies to bury him, and if his financial circumstances require it, to pay the necessary expenses of burial. When a destitute Mason dies and his family requests financial assistance with funeral expenses, the Relief Committee shall meet with the family to determine the financial need. They may work with the funeral service provider to arrive at a price that the family can afford, or the Lodge shall use funds from the Lodge’s Funeral Fund to pay for the least expensive burial or cremation service provided by the funeral service provider. If additional funds are required, the Relief Committee will request a special meeting of the Trustee Committee be called to discuss the amount needed and for the Trustees to identify from what account funds should be used. Minutes of the Special Trustee meeting shall be reported to the Lodge at its next stated meeting and entered in the Stated Meeting minutes. |

ARTICLE TEN
Of Revealing the Transactions of the Lodge
Section 1. When a candidate for initiation or affiliation is rejected or a brother reprimanded, suspended or expelled, no member or visitor shall reveal either directly or indirectly to such person, or to any other person any information regarding the transaction which may have taken place on the subject, nor shall any proceedings of the Lodge not proper to be made public be disclosed outside thereof under the penalty of reprimand, suspension or expulsion as the Lodge may determine. This article shall be read in open Lodge whenever an applicant is rejected or a member is reprimanded, suspended or expelled, and in accordance with Part IV, Article IV of the Constitution. |

ARTICLE TWELVE
Of Amendments
Section 1. These Bylaws may be amended at any Stated Meeting by the vote of two-thirds of the members present, provided that notice of such amendments shall have been given at the Stated Meeting prior to the meeting such vote is taken. Such amendments shall have no effect until approved by the Grand Master. The Lodge may operate under the Bylaws as approved by the Grand Master until the next Annual Communications. Final approval must be granted at the Annual Communications of the Grand Lodge of Arizona and such approval transmitted to the Grand Secretary.
Section 2. The Arizona Masonic Code (Constitution, General Regulations) and Decisions of the Grand Lodge, Free and Accepted Masons of Arizona, is hereby made a part of these Bylaws and in the event of conflict between these Bylaws and Arizona Masonic Code, the said Arizona Masonic Code shall govern. |
ARTICLE TWELVE
Of Amendments
Section 1. These Bylaws may be amended at any stated meeting by the vote of two-thirds of the members present, provided that notice of such amendments shall have been given at the stated meeting next preceding, but such amendments shall have no effect until approved by the Grand Lodge of Arizona or Grand Master and until such approval shall be transmitted to the Grand Secretary.
Section 2. The Constitution, General Regulations and Decisions of the Grand Lodge, Free and Accepted Masons of Arizona, is hereby made a part of these Bylaws and in the event of conflict between these Bylaws and said Constitution, the said Constitution shall govern. |

ARTICLE 13
Of The Board of Trustees
Section 1. There is hereby created a Board of Trustees consisting of:
(a) Three members who have been a member of this Lodge for at least three years shall be elected from the membership of the Lodge, one for a term of three years, one for a term of two years and one for a term of one year. Thereafter, at each annual election, one Trustee shall be elected for a term of three years from members who have been a member of this Lodge for at least three years.
(b) The Master of the Lodge, who shall be an ex-officio member of the Board of Trustees, with the power to cast a vote only in case of a tie or in the absence of any of the elected Trustees.
(c) The Senior and Junior Wardens of the Lodge shall be an ex-officio and nonvoting members of the Board of Trustees.
(d) The Secretary and Treasurer of the Lodge shall function as the Secretary and Treasurer of the Board of Trustees, respectively, but shall not in other respects be considered members of the Board of Trustees.
Section 2. The Trustees shall acquire Title to and have charge of all real and personal property belonging to the Lodge. They shall handle the investments of the Lodge. They shall not sell, transfer or exchange the same or any part thereof or withdraw any deposits, unless authorized by a vote of the Lodge. They shall set usage fees for the buildings, land and Lodge equipment and must give permission if equipment is to be used off the Lodge property. They shall designate a portion of the proceeds from usage fees for a sinking fund to replace depreciating assets. They must sign all contracts for work performed for the Lodge and approve all payment for labor and material. They shall be responsible for approving the scheduling of all non-Lodge events to be held at the Lodge.
Section 3. The Trustees shall annually inventory and document all assets of the Lodge. The Trustees shall see that the Lodge acquires insurance for all assets, and insurance for all members and volunteers participating in Lodge activities both on and off site by purchasing insurance through the Grand Lodge of Arizona.
Section 4. Requests for use of the Lodge for non-Lodge events shall be made in writing to the Lodge Secretary. The Secretary shall get approval from two Trustees or one Trustee and the Master before entering a usage agreement. The Master or one of the Trustees may approve a non-Lodge event if a calendar date is open and other Trustees are not available to be notified. If there is a conflict of scheduled events, Payson Lodge No. 70 events shall have priority.
Section 5. The Secretary shall post a calendar of all scheduled events to be held at the Lodge. All entries on the calendar are to be entered by the Lodge Secretary or a member designated by the Master during the absence of the Lodge Secretary.
Section 6. Any Trustee who has not fulfilled his duty as Trustee may be removed by a two-thirds vote of the members present at a stated meeting. All members shall be notified of this proposed action no later than one month preceding such stated meeting.
Section 7. In the event a Trustee is removed or resigns a special election will be called by order of the Master to elect a new Trustee.
Section 8. Trustees shall hold regular quarterly meetings on the first Tuesday at 6 PM, in February, May, August and November. The Master of the Lodge, Chairman of the Board of Trustees or two of the Trustees may call special meetings of Trustees as needed to handle Lodge business. Two or more of the elected trustees must be present to constitute a quorum. They shall make a detailed report of all monies, which have been turned over to them for investment at the next stated meeting following their quarterly meetings. They shall make an inventory of all real and personal property of the Lodge by July of each year; a copy of which will be presented to the Lodge at the stated meeting following the inventory.
Section 9. The Trustees shall assume their duties immediately upon the installation of Officers. The Trustees shall appoint one elected Trustee as Chairman of the Board of Trustees each year. |

Of The Board of Trustees
Section 1. There is hereby created a Board of Trustees consisting of:
(a) Three members who shall be elected from the membership of the lodge, one for a term of three years, one for a term of two years and one for a term of one year. Thereafter, at each annual election, one Trustee shall be elected for a term of three years.
(b) The Master of the Lodge, who shall be an ex-officio member of the Board, with the power to cast a vote only
in case of a tie or in the absence of any of the elected Trustees.
(c) The Senior and Junior Wardens of the Lodge shall be ex-ofticio and nonvoting members of the Board.
(c) The Secretary and Treasurer of the Lodge shall function as the Secretary and Treasurer of the Board, respectively, but shall not in other respects be considered members of the Board.
Section 2. The Trustees shall acquire Title to and have charge of all real and personal property belonging to the Lodge. They shall handle the investments of the Lodge. They shall not sell, transfer or exchange the same or any part thereof or withdraw any deposits, unless authorized by a vote of the Lodge. They shall set rental fees, for the buildings, land and Lodge equipment and give permission if equipment is to be used oil the Lodge property. They shall designate a portion of the proceeds from rental fees for a sinking fund to replace depreciating assets. They must sign all contracts for work performed for the Lodge and approve all payment for labor and material. They shall be responsible for approving the scheduling of all non-Lodge events to be held at the Lodge for the sole use and benefit of Payson Lodge No.70 F. & A.M.
Sub Section 2A. Requests for use of the Lodge for non-Lodge events shall be made in writing to the Lodge Secretary. The Trustees shall be notified for their approval. The Secretary shall post a calendar of all scheduled events to be held at the Lodge. All entries on the calendar are to be entered by the Lodge Secretary or a member designated by the Master during the absence of the Lodge Secretary. If there is a conflict of scheduled events, Payson Lodge No. 70 shall have priority. The Master or one of the Trustees may approve a non-Lodge event if a calendar date is open and other Trustees are not available to be notified.
Section 3. Any Trustee who has not fulfilled his duty as Trustee may be removed by a two-thirds vote of the members present at a stated meeting. All members shall be notified of this proposed action no later than one month preceding such stated meeting.
Section 4. In the event a Trustee is removed or resigns a special election will be called by order of the Master to elect a new Trustee.
Section 5. Trustees shall hold regular quarterly meetings, in February, May, August and November. The Master of the Lodge, The Chairman of the Board of Trustees or two of the Trustees may call special meetings of Trustees as needed to handle Lodge business. Two or more of the elected trustees must be present to constitute a quorum. They shall make a detailed report of all monies, which have been turned over to them for investment at the next stated meeting following their quarterly meetings. They shall make an inventory of all real and personal property of the Lodge by July of each year; a copy of which will be presented to the Lodge at the stated meeting following the inventory.
Section 6. The Trustees shall assume their duties immediately upon the installation of Officers. The Trustees shall appoint one elected Trustee as Chairman of the Board of Trustees each year. |

ARTICLE 14
Of The Preservation Fund
Section 1. There is hereby created a fund to remodel, repair and maintain all buildings, structures and grounds located at 200 E. Rancho Road, Payson, Arizona. This fund to be hereby known as the Payson Masonic Lodge Preservation Fund.
Section 2. The Trustees shall oversee the Preservation Fund. The Trustees shall not deposit with one financial institution more than the amount insured by the FDIC or by other U.S. government guarantee.
Section 3. The Preservation Fund is to be capitalized by the proceeds of the past sale of land by Payson Masonic Lodge No. 70. The proceeds plus interest earned is to be invested in a FDIC or other United States government insurance program insured investment, at the highest available rate for a term not to exceed (5) years, until such account reaches one hundred thousand dollars ($100,000.00). The principal of this fund is not to be invaded unless this bylaw is superseded by another bylaw approved by three-quarters of the members present and eligible to vote at a regular stated meeting.
Section 4. When a Preservation Fund reaches one hundred thousand dollars ($100,000.00), another Preservation Fund shall be established. This process is to be perpetually repeated. The Trustees or members may recommend to the membership how interest from Preservation accounts should be used. All or a portion may be reinvested in the Preservation account, deposited in a Designated account, or in the Operations Reserve or Sinking account to be used for maintenance, replacement and repair of the lodge building, grounds, outbuildings, additions and fixtures of Payson Masonic Lodge
Section 5. The portion of the interest that is designated for additions, maintenance, replacement and repair is to be deposited in the Operations Reserve or Sinking funds. Proceeds from this fund can be spent for the previously mentioned purposes by a majority vote of the members present and eligible to vote at a regular stated meeting.
Section 6. The manner of investing the principal of the Preservation Fund may be changed only by recommendations made at one Stated Meeting, and the vote taken at the next Stated Meeting. A written notice of the recommended change(s) shall be printed in the Lodge communications (Trestleboard) prior to the next Stated Meeting when the membership will vote on the recommendation(s). All members of the Lodge present and in good standing are eligible to vote at the stated meeting. In order to change any section of Article 14 the vote must be affirmative by three-quarters of the members present and eligible to vote at the Stated Meeting. |
ARTICLE 14
Of The Preservation Fund

The second half may be deposited in the general hind to be used for maintenance, replacement and repair of the lodge building, grounds, outbuildings, additions and fixtures of Payson Masonic Lodge. When the interest invested for principal growth reaches one hundred thousand dollars ($100,000.00) the interest will again be divided as previously detailed in this section. This process to be perpetually repeated.
Section 4. The portion of the interest that is designated for additions, maintenance, replacement and repair is to be deposited in the General Fund. Proceeds from this fund can be spent for the previously mentioned purposes by a majority vote of the attending members at a regular stated meeting.

A written notice of the change will be printed in the Lodge communications (Trestleboard) at least fifteen days prior to the vote being taken. In order to change any section of Article 14 the vote must be affirmative by three-quarters of the members present and eligible to vote. |

ARTICLE FIFTEEN
Of the Operations Fund
Section 1. There shall be an Operations Checking and Operations Savings accounts consisting of all monies received by the Lodge not designated to the Trustees Preservation Fund or to Designated funds. Operations funds shall be disbursed to meet the budgeted general expenses of the Lodge, for payment of Grand Lodge fees and assessments, for Lodge repairs, as well as all other necessary unanticipated expenses approved by the Lodge.
Section 2. The General Operations funds consist of the following fund categories and may change as needed to meet operational needs. Changes shall be reported at the next Stated Meeting.
Operations Checking
Operations Savings
Reserve Funds for Operations
Sinking Funds for Maintenance & Replacement of
Fixed Assets
Usage Fee Deposits
Section 3. The Operations funds shall be funded as itemized in the Master budget. The budget must be approved by a vote of a majority of members present at the Stated Meeting when the budget is presented.
Section 4. The Reserve shall be added to yearly by 25% of last year’s budgeted items expenses, until it reaches at least three times the average Lodge monthly operating expenses, as part of the Annual Budget. Funds may be transferred to Operations checking account as needed to cover expenses with approval of the Master. The transaction shall be reported at the next Stated Meeting.
Section 5. The Sinking fund is funded as stated in Article Fourteen of the Lodge Bylaws, and may be added to yearly by the vote of the eligible members at a Stated Meeting, or as part of the Annual Budget, with no limit on the total. Use of funds must be approved by the vote of the majority of eligible members present at a Stated Meeting.
Section 6. Usage Fee Deposit is to hold facility usage fees to be refunded as stated in the Usage Agreement. If not refunded, the amount shall be transferred to the Reserve Fund.
Section 7. All Budget items not disbursed as budgeted shall be zeroed out at the end of the year and new budget amounts established by the new Lodge Annual Budget. Expenses incurred but not paid should be added to the new budget amount to provide sufficient funds for the new fiscal year.
Section 8. Expenditures for operations expenses shall be reviewed to determine if funds should be used from the Reserve Funds for Operations or Sinking Fund and the appropriate amount transferred to Operations Checking account. |
ARTICLE FIFTEEN
Of the General Fund
Section 1. There shall be a General Fund consisting of all monies received by the Lodge not designated to the Trustees and the standing funds. These funds shall be disbursed to meet the budgeted general expenses of the Lodge, for payment of Grand Lodge fees and assessments, for Lodge repairs, Funds and Standing Funds as well as all other necessary unanticipated expenses.
Section 2. The General fund shall consist of the following funds and any fund added by a vote of the Lodge.
Operating fund
Masters fund
Secretaries fund
Junior wardens fund (food and refreshments)
Supply fund
Charity fund
Awards fund (Payson mason of the year etc.)
Event fund (BBQ, yard sale, fund raisers)
Officer’s conference and grand communication fund
Past masters apron fund
Installation fund
Scholarship fund
Maintenance fund
Section 3. The funds listed above except the Maintenance fund shall be funded as itemized in the Master budget. The budget must be approved by a vote of a majority of members present at the stated meeting when the budget is presented. The Maintenance fund is funded from half of the interest of the Certificate of Deposit as stated in Article Fourteen of the Lodge bylaws.
Section 4. All Lodge funds not disbursed for the purposes outlined in Section 1 and Section 2 Shall be added to the General Fund balance for operation of the Lodge during the ensuing year. |

ARTICLE SIXTEEN
Of the Saving Accounts for Designated Funds and Operations
Section 1. There shall be set up by the Lodge certain funds that were received for a specific purpose. These funds will be kept separate from the General Operating Fund and identified as Designated Funds.
Section 2. Designated funds and specific conditions may be changed by three-quarters vote of the members present at a Stated Meeting. The following are Designated Fund categories as of the date of this Bylaw reversion but may change by three-quarters vote of the eligible membership present at any Stated Meeting:
- Bikes for Books Fund
- Child-ID Fund
- Clothe-A-Child Fund
- Funeral Fund (maintain at $5,000)
- Relief Fund (maintain at $3,000)
- Scholarship Fund
Section 2. Designated Funds shall consist of funds received as a donation or bequest, from specific fund raising events, and any funds put aside from the Operations Checking account by a majority vote of the Lodge members present at a Stated Meeting.
Section 3. The Bikes for Books Fund is funded by donations, bequests, fund raisers, and through the annual budget process.
Section 4. The Child-ID Fund is funded by donations, bequests, fund raisers, and through the annual budget process.
Section 5. The Clothe-A-Child Fund is funded by donations, bequests, fund raisers, and through the annual budget process.
Section 6. The Funeral Fund shall be added to yearly until it reaches the sum of five thousand dollars ($5,000.00). As the money is used, replacement of the used funds should be considered during the annual budget process until the fund balance is five thousand dollars ($5,000.00). Article Nine of these Bylaws, provides directions to the Relief Committee on use of these funds. Additional funds may be received from donations, bequests, and fundraisers.
Section 7. The Relief Fund shall be added to yearly until it reaches the sum of three thousand dollars ($3,000.00). As money is used it replacement of the used funds should be considered during the annual budget process until the balance is three thousand dollars ($3,000.00). Additional funds may be received from donations, bequests, and fundraisers.
Section 8. The Scholarship Fund is funded by donations, bequests, fundraisers and through the annual budget process.
Section 9. A Building Fund shall be established when the Lodge establishes a building or remodeling project with an estimated cost of the project. The Building fund may be one or multiple types of accounts to take advantage of higher return on the deposit. The Building Fund will hold funds received from donations, bequests, designated building fundraisers, and any excess monies from General Operations accounts the Lodge may vote to add to the Building fund. The money shall be earmarked for the completion of the project and shall not be used except for related expenses to the designated project. At the end of the project, any excess funds will be distributed to other Lodge accounts after announcing in the Trestleboard that such action will be voted on at the next Stated Meeting with approved by a majority vote of the members present at the Stated Meeting. The fund shall be closed by the end of year of the completion of the project.
Section 10. Expenditures for Designated Fund projects that were paid for out of Operations funds, shall transferred from the Designated fund to Operations checking account as needed, at end of project, or when completing the end of the year bookkeeping transactions and reported at the next Stated Meeting. |
ARTICLE SIXTEEN
Of the standing Funds
Section 1. There shall be set up by the Lodge certain standing funds that will be kept separate from the General Operating Fund.
The list of Standing Funds may be changed by a three-quarters vote of the members present at a regular Stated Meeting,
Section 2. Standing Funds shall consist of the following funds and any Standing Fund added by a vote of the Lodge.
Relief fund ($3,000)
Funeral fund ($5,000)
Sinking fund (replace depreciating assets & maintenance)
Building fund (complete building addition and then close out)
Clothe-a-child hind (target $4,000 by November each year)
Reserve fund (25% of last year’s expenses)
Section 3. The Sinking Fund shall be added to yearly with no limit on the total.
Section 4. The Relief Fund shall be added to yearly until it reaches the sum of three thousand dollars. As the money is used it should be budgeted yearly for replacement.
Section 5. The Funeral Fund shall be added to yearly until it reaches a total of five thousand dollars. As the money is used it should be budgeted yearly for replacement.
Section 6. The Building! Fund shall be funded by contributions and specially designated fundraisers and any excess monies in the General Fund the Lodge may vote to add. The money shall be earmarked for the completion of the addition.
Section 7. The Clothe-A-Child Fund shall be funded by donations earmarked for that fund by the donors and by such Lodge funds as may be added by a vote of the Lodge members.
Section 8. The Reserve Fund shall be added to yearly until it reaches at least three times the average Lodge monthly operating expenses. |
